I started from the same cube as for the Micro-displacement video I posted just before this one, added a Circle modifier with HardOps, extruded them, applice one of the textures from Windmill art's Smears texture pack, created a procedural material to animate some parts of it for the emissive and changing the colors, and voila!
As for the mesh's animation itself, I animated the Remesh modifer I had placed on top of it so it looks like it's being constructed in a weird organic way, when in fact it's just voxel being created on top.
